HPAE Files Unfair Labor Practice (ULP) Charges against Medical Center

The Medical Center (MC) has consistently failed to provide contractual information as per the collective bargaining agreement that pertains to annual staffing reports.  Since the MC has a legal duty to provide such information, we have filed an Unfair Labor Practice (ULP) complaint with the National Labor Relations Board (NLRB). An agent assigned to the NLRB regional office in Newark has taken testimony on the charges.

Providing testimony for HPAE were Michele McLaughlin, Barbara Millo, and Stephanie Orrico.  Pat Wilson, VP, Human Resources and John O’Dea, Labor Relations Manager, Human Resources provided testimony for the MC.

In addition to the failure to provide information, the complaint addresses the intimidation and coercive activity conducted by the Human Resources Department, evidenced by their threat to eliminate all full time, 12 hour shift positions if we continued to pursue enforcement of the Arbitration Award on the use of Per Diems and Overtime as it relates to contract section 4.11.
