Progress in negotiations has been slow this week – Management is testing the resolve of our members. Unresolved issues remain: Staffing, Wages, Benefits (including Health Insurance) Floating, Vacation and Holiday Time.

Management has said that they do not want us to send them a 10-day strike notice – We continue to say that the only way to avoid a notice is to settle the contract before our membership meeting on May 19.

We have negotiation sessions scheduled for Friday, May 14 and Monday, May 17

Negotiations Update

April 23, 2010

This week, we met two times with management. We made progress on several “minor” language issues – and have had productive discussions on many of the other important issues.

However, the toughest issues remain – staffing, floating, scheduling, wages and benefits. We will continue to update you as we meet in the coming weeks. A complete update will be provided at our membership meeting on May 6. It is our goal to have a final agreement for ratification on May 19 – otherwise we will be asking for the members’ authorization for concerted activity at that meeting.

A Special Thank You to all the members who came out to the dinner at Seasons on Wednesday evening. It was a terrific event and a great kickoff for our contract campaign. Thank you for the almost universal participation in our Button Day on Thursday – keep up the good work.

Management's Proprosal's Low Lights:

On Monday, April 12 we held our second negotiating session. Management gave us their proposals. Here are just a few of the “low”lights:

  1. Our health care is under attack! An overall 45% increase in your health insurance premiums and increased co-pays.
  2. No wage increases for 3 years.
  3. Everyone forced to float without limit, including those with 15+ years of service.
  4. No overtime pay until over 40 hours actually worked in one week.
  5. Unlimited establishment of Clinical Coordinators with the ability to perform bargaining unit work.
  6. Elimination of Charge Pay.
  7. Mandatory Holiday requirement for all bargaining unit employees on a rotating basis.
  8. Decrease in Shift Differentials.
  9. Elimination of Longevity payments.
  10. Elimination of Vacation and Sick time.

Negotiations Begin

April 9, 2010

On Thursday, April 8 we held our first negotiating session with hospital management.
Representing management were: Guy Mennonna, Senior Vice-President for Human Resources; Manny Gonzalez, Labor Relations Manager; Mary Anne Marra, Chief Nurse Executive; Ben Evans, Associate Vice President, Behavioral Health Services; and Thomas McClosky from Finance.

We presented our Non-Economic proposals and the parties engaged in discussions of those issues.
Our next meeting is scheduled for Monday, April 12. Management informed us that they plan to present the majority of their proposals at that meeting. We plan on presenting our major Economic proposals at one of the next few sessions.

And Yes, We Would Like Pajamas For Our Patients

We returned to the Community Oversight Board (COB) and Bergen County Improvement Authority (BCIA) recently. The BCIA is responsible for the license of the hospital. Although the COB now pays a stenographer to record the minutes of their meetings, they wanted me to put into writing what they termed were a "litany of complaints over the working conditions that did not have an impact on patient care." They advised me to show a correlation between what I was telling them and the impact on patients. I will give them copies of this newsletter.

The assault of a CNA in Long Term Care was brought up during the CEO report of Susan Mendelowicz. I told the COB that they should look into the age of the resident involved and the aggregate age of all our Long Term residents as we may possibly be the only Long Term facility in the nation that is getting younger. I also stated that there were many more assaults that occurred in that time period. Assaults in the hospital are under-reported to the governing bodies.

Joe Orlando said during his "State of the Hospital" meetings that our Outpatient Clinic has had a 30% increase in volume; Mrs. Mendolowicz repeated at the COB; I mentioned that there was no correlating increase in staffing and no full-time permanent RN assigned to the area.

Dr. Peter Bryer reported on "utilization" of the hospital. He stated that as usual we were "near capacity." He mentioned that there was some staff shortage around the holidays and that he was told it was probably due to "sick calls." I told the COB that "sick calls" were not the reason we were short at the holidays. I told them that the upper managers of the hospital do not allow the people on site to do what is necessary to provide adequate staff. I stated that there is an over-reliance on Agency and per diem staff, many of whom have tried to get permanent work at the hospital but are told there are no open positions. I continued that our regular staff shows up to work, I also told them about our staffing office and about our lack of an acuity system in Psychiatry. I told them how dangerous the TBS unit is and why. I told them that if we're treating over 1,000 pts/day, a growing outpatient department., employees and their families, then we need to return to a 24 hour pharmacy.

The COB talked about insurance questions they had. I talked about the camera systems and possible violations. I then once again asked for pajamas for our patients.
