Twelve Hour Shift Update, January 14, 2025
12-Hour Shift Pilot Program
In January, the Local Executive Board (LEB) met with management to discuss implementing 12-hour shifts on behavioral health units. The discussions were challenging, considering various factors such as patient care needs, staff turnover, budgetary implications, employee satisfaction, overtime usage, per diem usage, and vacancy rates. Eventually, we agreed to a pilot program on two units, in alignment with our Collective Bargaining Agreement (CBA), which states:
12.3 Experimental Work Day and Work Week:
The Employer and the Union, by mutual agreement, will permit alteration of the normal workday or work week to experiment with other scheduling systems. The Union will receive written notification before any proposed alteration in the normal workday or work week. Any changes in terms and conditions of employment will be negotiated. The Local Union President will receive written notification of any mutually agreeable group or individual alterations in the normal workday or work week from the Human Resources Department.
Pilot Program Details:
- Units Involved: A2 and 12B
- Start Date: January 26th, 2025
- Differentials: Consistent with existing 12-hour workdays on other units
- Expansion: A third unit (TBD) will be added 60 days after January 26th, 2025, with the start date aligned with the beginning of a payroll period
Note: We understand and acknowledge everyone’s unique needs and preferences regarding 8-hour or 12-hour shifts. Any unit with a majority of employees preferring to transition to a 12-hour shift should conduct a survey with all unit employees and provide a copy to their manager and union leadership.
In solidarity,
Local 5091 Executive Board
